안녕하세요, 위아더영팀의 표성령입니다.

지난 4월 22일부터 23일까지 ‘NECA 10년의 성과와 의료기술평가 발전 전략’을 주제로 한 NECA 개원 10주년 기념 심포지엄에 참석했습니다.

 

 

특별히 호주 의료기술 재평가 경험'이라는 주제로 둘째날의 시작을 알리신 Bruce Robinson 위원장님과 인터뷰를 진행했습니다. Bruce Robinson 위원장님에 대해 간략히 소개하자면, 내분비전문의인 동시에 호주의료기술재평가 의장과 호주 보건의료 연구회 의장을 맡고 계십니다.

 

 

Q : How did you know about NECA?

NECA와 인연을 맺게 된 계기는 무엇인가요?

 

A : NECA came to visit us in Australia to study how we are undertaking review about medicare benefit schedule. NECA 관계자가 우리가 추진하는 의료기술재평가에 대해 공부하기 의해 호주에서 우리 팀을 방문했습니다. 그래서 지난 해에 그들을 호주에서 만났습니다.

 

Q : How did you decide to participate in the symposium today?

오늘 심포지엄에 참석하신 계기는 무엇인가요?

 

A : Because NECA invited me to come and give some talk about review medicare benefit schedule. I got invitation from NECA.

NECA 측에서 의료기술재평가에 대한 강연을 요청했고, NECA로부터 초청을 받아 참석했습니다.

 

Q : How long did you prepare for your speech?

강연을 준비하시는 데 걸린 시간은 어느 정도인가요?

 

A : I have been working on this for years to project. For preparation for speech, I took an hour because it was not such a difficult talk for me.

저는 지난 수년간 이 프로젝트를 위해 일했습니다. 어려운 주제가 아니기 때문에, 강연 준비는 1시간 정도 소요되었습니다.

 

Q : What do you think about medical care in Korea?

한국의 보건의료에 대해 어떻게 생각하시나요?

 

A : Korea and Australia have many similarities. For example, they both have an universal healthcare, great large fee of service and components to revision that healthcare. Schedules of services and fees in Australia are very similar to these in Korea. I think that is the reason for NECA to be interested in the work I do in Australia, because there are a lot of things to think and learn from that. Likewise, when I came here, I found out lots of things that I can learn from Korea. So it is neutrally beneficial for each other.

한국과 호주는 공통점이 많습니다. 예를 들어, 보편적인 보건의료, 광범위한 서비스와 이를 검토하는 요소 등이 있습니다. 호주의 의료 서비스와 비용에 대한 목록 또한 한국과 매우 비슷합니다. 제 생각에 NECA가 호주의 의료기술재평가에 관심을 갖는 이유는 이를 바탕으로 생각하고 배울 점이 많기 때문입니다. 이와 같이, 제가 한국에 방문했을 때 한국에서 배울 점을 많이 발견했습니다. 그러므로 한국과 호주가 서로에게 도움을 주며 발전할 수 있을 것이라고 생각합니다.

 

Q : Especially what part did you learn from Korea? Could you tell me more specifically about which one is good or bad?

특히 한국의 어떤 점이 배울 점이라고 생각하셨나요? 장단점에 대해 자세히 말씀해 주시겠어요?

 

A : The thing that I like most from what I heard here today is the way you have in a very formal way of doing health insurance reassessment in Korea, because it is the work that I have been doing for last a few years. You also have a system for reassessing technology once it has been introduced. That is something I are just beginning to do in Australia and purpose of the review I am leading to undertake the reassessment of many of things that were introduced many years ago. Unfortunately, it is never looked again since then.

오늘 들은 것 중 제가 가장 좋다고 생각한 부분은 바로 한국의 공식적인 건강보험 재평가 방식입니다. 왜냐하면 제가 의료기술재평가에 대해 수년간 일해왔기 때문입니다. 또한 한국은 새로운 기술이 도입될 때 재평가하는 체계가 갖추어져 있습니다. 이러한 점은 호주에서 우리가 이제 막 시작하는 것이며, 동시에 이전에 도입된 기술들을 재평가 하기 위해 제가 이끌고 있는 팀의 목적이기도 합니다. 불행히도, 이전에 도입된 기술들은 다시 검토되지 않고 있습니다.

 

Q : What is your plan to do in this year when you go back to Australia?

호주로 돌아가신 후 올해 계획은 무엇인가요?

 

A : I have to complete this review that I am undertaking. I have not finished quite yet. It will take until September or October, and then I will hand over the on-going review process to other people so that they can continue the work I have been doing.

제가 실행 중인 재평가를 완성해야 합니다. 아직 마무리되지 않았습니다. 9월 혹은 10월이면 끝날 예정입니다. 그러면 진행 중인 재평가 과정을 다른 사람에게 전달하여 그들이 제가 시작한 일을 계속 진행할 수 있도록 만들 것입니다.

 

Q : Do you think many people are interested in your project?

많은 사람들이 당신의 프로젝트에 관심이 있다고 생각하시나요?

 

A : It is not the most exciting work to do, but it is still necessary work. It is like the maintenance of health system. The way I describe is that if you have a car, you must take it into the garage to get it fixed up. It is a sort of the maintenance of what I am doing on the health care system at this moment. Always try to make a little bit better if I can, but I think it is just the maintenance.

그다지 흥미로운 일은 아니지만, 이것은 필요한 일입니다. 이것은 보건체계의 유지와 비슷한 일입니다. 비슷한 예를 들자면, 만약 당신이 차를 가지고 있다고 가정하면 당신은 그 차를 수리하기 위해 차고에 차를 두어야 합니다. 마찬가지로 제가 하고 있는 일은 보건의료 체계를 유지하기 위한 일입니다. 항상 조금 더 발전하기 위해 노력하지만, 제 생각에는 유지에 불과합니다.

 

Q : How did you get interested in the review of medical care?

의료기술재평가에 관심을 갖게 된 계기는 무엇인가요?

 

A : I am a doctor, and I looked up patients who have the endocrine cancer. I always have been interested in how health care is provided and tried to help people to get better health care. Ten years before this project, I was in medical school so I had been involving students and also doing research. I spent overall of my career to improve health care through research, education, and all provided medical services. Now, this is the change for me, because it is about the health care policy which is not something I have experienced for, which I learned a lot for last four years.

저는 의사입니다. 내분비 암환자를 돌봅니다. 저는 항상 보건의료가 제공되는 방식에 관심이 있었고, 더나은 건강보험을 사람들에게 제공하기 위해 노력했습니다. 이 프로젝트를 시작하기 10일 전에, 저는 의대에서 학생들과 함께 연구 중이었습니다. 연구와 교육, 제공된 의료 서비스를 통해 보건의료를 발전시키 위해 저의 모든 경력을 쏟아부었습니다. 지금은 저에게 변화의 시기입니다. 보건의료 정책은 제가 경험하지 못한 부분이기 때문에 저는 지난 4년간 연구했습니다.

 

Q : Do you have any patient case you remember?

기억에 남는 환자의 경우가 있나요?

 

A : Every patient has something to learn. Recently, I looked up a man who ended up dying because of his endocrine cancer. However, I learned a lot from him about how patients do die from cancer and get resistance against drugs I used.

모든 환자로부터 배울 점이 있습니다. 최근에, 저는 끝내 내분비암으로 생을 마감한 힌 남자를 돌보았습니다. 그러나, 그를 통해 어떻게 환자가 암으로부터 사망하는지와 제가 사용한 약에 내성이 생기는지 배울 수 있었습니다.

 

Q : Are you still working as a doctor? You must be very busy to do both works.

여전히 의사로 일하고 있으신가요? 두가지 일을 동시에 하시느라 매우 바쁘실 것 같아요!

 

A : Yes. I think when you still works, it gets a lot more credit. If you undertake any kinds of health system reform and make your colleague agree with you, they would believe what you are talking about because you are thinking about your patients. Also It has been a lot of fun.

네. 제 생각에 일을 하고 있을 때, 더 많은 신뢰를 얻을 수 있습니다. 만약 당신이 보건의료 체계를 개선하는 일을 하면서 동료들이 당신의 의견에 동의하기를 바란다면, 그들은 당신이 당신의 환자에 대해 생각하고, 말하고 있다고 판단하기 때문에 당신의 의견을 수용할 것입니다. 이 뿐만 아니라 저의 일에 보람을 느끼기 때문에 일과 연구를 병행하고 있습니다.
